Cornelius, for the most part, prefers to dress conservatively, especially when it comes to school. To him, making a good impression to his peers is important, especially if he is to be taken seriously at his job on the leader's panel. That said, his clothes will usually match the occasion. If he's going to get down and dirty (such as working on his family's farm), he will dress appropriately for that as well (dress clothes don't really work that well when you're horseback riding, after all).
Appearance:
Cornelius looks rather unremarkable upon first glance. He has medium brown hair, and brown eyes to match. He stands at about 5'9", give or take a few millimeters. On first glance he looks rather gangly, but a closer look shows that he packs more muscle than he lets on. He's still in no way a jock or a body builder, but he gets his muscles from doing day to day work at home.
Where clothes are concerned, Cornelius is concerned with making a good impression. As a member of the leader's panel of RSOR, he wants to dress in a way that ensures that he will maintain respect. This is not to say that always dresses in stuffy suits (who wears suits nowadays anyway?), although he does usually wear clothes that are considered a tad more formal than what you would see most sixteen year olds wearing. At home on the farm, it's an entirely different story, as he will usually wear comfortable clothes that befit the work that he is doing.

Personality:
Cornelius is a fairly easy individual to get along with at first glance. He's not one to look at someone and instantly dislike them, and he usually keeps a pretty open-mind when it comes to first meetings. He values honesty and fair play, and, having come from modest beginnings in this life, tries to take steps to ensure that he does not land himself with a big head (like a certain other former politician that he knows and loves...not).
That said, when it comes to his role on the LP of RSOR, Cornelius takes a no nonsense approach. He may be friendly to you outside of RSOR, but if you do something that puts RSOR in danger, he will not let his emotions get in the way of what he believes will be the best course of action when it comes to RSOR. When it comes to RSOR, security and safety are top priority, and everything else can take a backseat as far as he is concerned.
Cornelius has a competitive streak as well. While he tries his best not to let his head get too big, there are certain things that he prides himself upon, and if anyone dares to challenge him in these fields, he will compete his ass off. This shows the most when it comes to his rival, Oz Jenson. If he feels strongly enough, he may even forgo other responsibilities to further himself in a competition, though this is rare.

History:
Cornelius Dennis Cox was born to Adelle and Mortimer Cox one late spring day in 1995. Deciding to keep with the Cox family tradition of, well, traditional names in the males of the line, Cornelius was selected as a name, with the relatively modest Dennis as the boy's middle name (so, as his mother asserted, if he wished to go by Dennis he may).
Cornelius did not seem to mind his name, though, even if he did every once in a while refer to himself as Winston rather than Cornelius. The Cox parents assumed that he was simply playing, as children often did. When Cornelius was two, his younger sister Elise entered the equation. Though Cornelius cared for his sister, he did not pay her much mind at this age - He played his boy games, she played her girl games, and that was that.
Cornelius, a smart child, chose to remain quiet about the odd thoughts that were circling around his head. Other than those few Winstons that he'd let slip as a child, and an oddly old fashioned demeanor, the Cox's had no idea that Cornelius was different than any other child. He did his chores on the farm, he went to school without a problem (obtaining good grades as well), and played with the animals at the farm with his sister. It was a modest existence, but it was a good one.
Cornelius recalled another existence, though, where his family was more well to do. His father was a British Lord, and his parents could afford a nanny to take care of him. That wasn't all, of course. He could also recall being an adult man, writing war stories for the newspaper. He could also recall being captured as a prisoner of war, and every once in a while would have nightmares about the incident. Perhaps most importantly, he could recall being referred to as a prime minister. Though at a younger age he had not quite understood what this title meant, even a child could not mistake how impressive those words sounded.
Young Cornelius had always been interested in war, and often read about wars in his spare time. It was during this reading, on a subject that he'd always found fascinating yet oddly familiar, that he came across the British Prime Minister Winston Churchill, prime minister during some of the most integral years of World War 2. The name stood out on the page instantly. Google searches commenced, and eventually, Cornelius had an explanation for the phenomenon that he was going through. He was Winston Churchill, reincarnated.
It had always been expected that both Cornelius and Elise would enter Riverdale High when they reached the right age. Though the family had troubles affording it with their meager income, it was stressed to both Cornelius and Elise that if they tried their hardest and attained the proper grades, they would be accepted on academic merit. The talks apparently did the trick, as both children were able to do just this.
Cornelius made it halfway through his freshman year before he was noticed by an RSOR recruiter for giving a fantastic speech on the subject of World War 2. The two went into an in depth conversation (an interview for RSOR, though Cornelius didn't know it at the time). Cornelius proved to be a bit of a challenge, though not intentionally on his part, but was eventually accepted into RSOR in February of his freshman year.
It wasn't long before Cornelius found recruiter status. While he was not the best at spotting potential RSOR candidates, he was excellent at the actual act of recruiting. A natural leader, as a result of his experience in his past life, Cornelius was delegated a spot on the leader's panel at the beginning of his junior year. It was also at this time that his rivalry with Oz Jenson reached a head. Oz wanted Cornelius' position, and when Cornelius received a leader's panel spot instead, it ignited a long chain of events. Now, the two reincarnates are trying to do everything they can to prove that they are better than the other. Just how far will it go?
